Strategic Industrial Land in Enfield: Progressing from Outline to Pre-Application
Following the successful outline planning approval for our employment-led redevelopment of a Strategic Industrial Land site on Southbury Road, Enfield, we have now completed the concept design and submitted a detailed pre-application proposal to the local planning authority.
The project illustrates how constrained urban industrial sites in London can be intensified to deliver modern, flexible workspace while remaining compliant with Strategic Industrial Land policy. Building on the outline consent, the concept design tests massing, access, servicing and operational requirements in detail, providing clarity on deliverability before a full planning submission.
Early pre-application engagement is particularly important on SIL sites, where employment use, neighbouring residential amenity and sustainability objectives must be carefully balanced. In this case, the scheme responds to site-specific constraints through efficient floorplates, generous floor-to-floor heights and a stepped massing strategy that manages impact on surrounding uses while maximising commercial viability.
The pre-application submission allows key planning, design and operational issues to be resolved upfront, reducing risk and programme uncertainty at application stage. It also provides a clear framework for the coordination of technical inputs as the project moves towards a full planning application.
This stage of the project demonstrates the value of a planning-led design process for employment and industrial developments in London, particularly where policy constraints and site sensitivities require a measured and informed approach.
